Water-related property taxes have more than doubled since 2024, with another 20% increase this year. For many families, especially those on fixed incomes, those increases add up.
Foothill Municipal Water District has a straightforward mission: provide its member agencies with reliable, quality water in a cost-efficient manner. With major infrastructure and regional water supply decisions ahead, the decisions the Board makes today will shape rates and reliability for decades.
I'm Amy Chen, a licensed Professional Engineer and 30-year La Cañada Flintridge resident. For 40 years, I have worked on California water — from engineering and operations at LADWP to rates, infrastructure, and regional water policy at the San Diego County Water Authority. I know how these decisions get made, and what questions should be answered before your money is spent. I am not a career politician — I am your neighbor hoping to give back to our community now that I am retired.
My priorities on the Foothill MWD board:

Protect ratepayers from avoidable costs and clearly explain the impact of major decisions before commitments are made.

Fund what we need. Wait on what can wait. Pursue grants and outside funding, and invest where it improves reliability.

Make sure Foothill MWD is prepared for the next Eaton Fire, earthquake, or major disruption.

Listen to the local agencies Foothill MWD serves, share information, and work together on common problems and opportunities.
Independent judgment. Real accountability.
Every director gets a vote. Water decisions are long-term commitments about cost, risk, reliability and public trust. Every director should understand the choices, costs and risks before making these commitments.
