An Engineer Who Asks the Right Questions

I am writing this letter to endorse Amy Chen’s candidacy for the Foothill Municipal Water District Board, Division 4.

After closely reviewing the responsibilities of this position, I believe it is critical that we have someone on the board that possess the deep technical knowledge and experience to understand all the proposals and issues that would arise as a board member. After reviewing all Amy’s experience and qualifications, I felt she would be the right candidate to represent us.

What I found was impressive. Amy is a licensed California Professional Engineer with 40 years in California water — spanning engineering and operations, infrastructure planning, water policy, rates, and finance. As a licensed engineer myself, and a former member of the Traffic and Public Works Commission, I know the importance of having this experience. It means asking what assumptions drive a cost estimate, whether alternatives were considered, and what happens if conditions change. Those are exactly the questions a water board director needs to ask before committing ratepayer dollars to long-term decisions.

Foothill MWD is facing major choices about aging infrastructure, regional water supply, and emergency preparedness. These are not routine decisions — they will shape what our community pays and how reliable our water is for decades to come. They require someone who can evaluate technical recommendations, understand long-term financial consequences, and navigate the regional relationships that shape water policy. Amy brings all of that.

Please join me in voting for Amy Chen for the Foothill Municipal Water District Board, Division 4. She has all of the qualifications and experience we need for the future.
